States Will Need Permission To Hire Workers From UP: Yogi Adityanath Sets Up Migrant Commission

In a move to provide job security to all the 23 lakh migrant workers who have returned home from various states, the Chief Minister of Uttar Pradesh Yogi Adityanath announced setting up of a migration commission.

The commission is said to provide social security to all the migrant laborers that include insurance. The commission would also incorporate a mechanism wherein other states would require permission from the government of Uttar Pradesh in order to employ an Uttar Pradesh migrant after the lockdown is completely lifted. The decision was taken after a review meeting with his team at his residence.

Chief Minister Yogi Adityanath also said that the government would not only resort to the scanning of migrants but will also skill map for them. He said,

“Energy of a worker from UP needs to be channelized for the progress of the state. This is being done to save the migrant workers from exploitation in other states. Any state hiring them back in the future would have to provide an insurance cover to them to ensure social security.”

Protecting migrants from inhuman conditions, says CM

While saying that the move will also protect the migrant laborers from the state from the inhuman conditions where they need to survive far away from home, he said,

“We have seen how the migrants of Uttar Pradesh were surviving in inhuman conditions and discrimination, especially, during the lockdown in other states. They were craving for basic human necessities like food, water, and a shelter over their head.”

Additional Chief Secretary of the home ministry Awanish Awasthi said that the commission would also ensure a minimum job guarantee for the migrants. Although the structuring of the commission is yet to take place, the board is likely to have officials from the ministry of labor, revenue, industries, and rural development.

The move to set up a commission comes in the wake of the Yogi Government’s announcement that profiles the migrants for their skills and is being roped in different categories of jobs including the Centre’s Mahatma Gandhi Rural Employment Guarantee Scheme (MNREGS). It is also said that the migrants will be employed in the agriculture and dairy sector.
